Not really sure, but I don't think that Nukes are made by private businesses. I would think that it is more of a military thing.

Wow, how about a more vague questions. Post details, what country and in what regards. If you mean selling or distributing them and you are in the US, then that would be covered under the Treason laws, because you would be aiding in treaty violations.
