It is very simple why Kerry was ordered to say he was sorry. Its an election year, and when you get this close to voting day, you DO NOT rock the boat. he screwed up, and the DNC DIRECTED him to apologize. And since it took him so many appearances, and he finally apologized by email instead of in person, it will cost some Dems votes, exactly what the DNC didn't want.
