I was told that i might have a bad speed sensor but have no power to check codes to see if any are bad. would a bad sensor keep blowing out the fuse. I replace the A/T CONT fuse and it keep on blowing out.

A/T CONT doesn't refer to the VSS. The VSS uses NO power from the vehicle, and generates its own voltage and signal.
If you keep blowing fuses for the transmission, look INSIDE; TCC control, Shift Solenoid units, etc.
If you cannot retrieve the codes, try to go to a discount parts store and ask them to retrieve them for you. If your car is 1995 or older, they may not be able to, because the code reader they have is for OBD II compliant vehicles only.

Try a higher rated fuse in it, it will usually lead to the real culprit watch for electrical smoke and smell.
