you cannot format from the bios.. you need some raw formatting executives like fdisk, which are generally shiped with the hard drive or are available on their website.. do the same carefully cause a `low level format' requires care and doing the same too many times might cause problems on the same (bad sectors etc.)

You CANNOT reformat a force out of your BIOS. It easily does no longer have that potential constructed into it. You will must boot from a force (sure, like a CD) and reformat with a bootable application.

I know in the past this was possible with certain BIOS. I dont think it is possible anymore, at least I have not seen the ability in years. You have a few options though. You can boot up to the command prompt, tap the F8 key after you turn your computer on this will give you various boot up options. If you have a windows disc, boot up from the disc and do a fresh install, with a format.

you can't
BIOS, in computing, stands for Basic Input/Output System also incorrectly known as Basic Integrated Operating System. BIOS refers to the software code run by a computer when first powered on. The primary function of BIOS is to prepare the machine so other software programs stored on various media (such as hard drives, floppies, and CDs) can load, execute, and assume control of the computer. This process is known as booting up.
Disk formatting is the process of preparing a hard disk or other storage medium for use, including setting up an empty file system. A variety of utilities and programs exist for this task; pictured to the right is the iconic FORMAT.COM of MS-DOS and PC-DOS.

You do not reformat a hard rive form the bios (http://en.wikipedia.org/wiki/BIOS ), you would format your hard drive with a utility. See the following links, depending how good you are on the PC will dictate which link you'll use:
http://www.cyberwalker.com/faqs/how-tos/reinstall-faq.html
http://www.webopedia.com/DidYouKnow/Hardware_Software/2005/harddrive_format.asp
http://support.microsoft.com/kb/313348
Hope one of those links will help you.

I don't think it's possible, since you can't boot from a BIOS.
The BIOS is not an operating system.
You would need a boot device like a Floppy, a CD, or a Hard drive
with the start-up, or "boot" files on it.

When the computer first comes up watch the screen it will tell you what key to hit to go into setup. Usually "F1". Then there will be a menu that will give you an option to format.
