I hired a person based on a 'best of' rating?

in a magazine. It cost me everything. Is the magazine libel for this endorsement?

No.

Just because someone is the best or highly recommended doesn't mean that things can't go wrong, either through negligence or just plain circumstances.

proabably not. Unless yhey knew they were printing untruths then that might be libel.
