Is there any program or something like emulator which enable us to play mp3 as a audio cd in simple audio cd player system which does not have mp3 support.

No there is no way you can enable an audio cd player to play mp3 files.

What you can do is convert the mp3 files into .cda format which are CD Audio tracks which are audio files that can be stored on CD media and played in your audio player

How would you transfer the software into the cd player? If the Cd player doesn't have a physical input device such as a USB or other kind of data port or bluetooth or infrared capabilities then it's a moot point.
