I guess what you meant was that you have 15 yrs of education instead of a 16 yr educational requirement for almost all the Universities in US. Here's my explantion:
Firstly, United States has several thousand universities. While most of them are quite particular about their admission guideliness such as 16 yr's of educational requirements ( especially from intl. stud's), some universities are pretty flexible and they might intake students with 15 yr's of education such as you. However, they might ask you to register for additional courses once admitted so as to compensate for the 16 yr educational requirement.
Secondly, you can attain any university level of Education for one year in your home country and that will be counted towards your 16th year.
Tip: Find and meet educational consultants in your city who specialize in study abroad consulting..You should be able to find them in your local english newspapers or google it up.

I'm an American who studied got his bachelor's degree in Australia. I did NOT do my honours year, and that was a big mistake. You have. You should be fine in applying anywhere in the USA. All they care about is that you graduated from high school, if English is not your native language that you get a good score on the TOEFL, and a four year degree.
Take a chance and see what happens.
