If (and it's a big if) we're assuming that there is a divine being that is responsible for the creation of the world, then there are two ways to look at your question. The first is that, if this being created man and man created a clone, then the clone was created by divine agency one step removed. Since man would not have existed without being created by the divine, the clone would also not exist, so ultimate responsibility sits with the divine being. The second perspective is that if man was created by a divine being and given free will, the choice to act was man's and ultimate responsibility rests with man. However, in the second perspective one still has to allow that the divine being has the ability to stop the man's creation of a clone and if the divine being is acting in the world in other areas, I would say that responsibility still comes back to the divine.
So, it really depends on how you interpret free will. If, having been given free will man is on his own to do whatever he wants, responsibility rests with him. If, however, a divine being is active and taking a shaping role in the world, allowing the creation to happen is ultimately the same as acting to create.

There are two ways to think about it.
First is to believe absolute supremacy of God and believe everything that is was and will be is creation of God - nothing can happen or be created by itself or by any other entity than God because he is the supreme Power.
On the other hand, it is possible that God created us and in the process of our pursuit to reach out to him, we created the Cloned cell.
This could be our creation. Or if one day we can create humanoid robots which would be "Man's creation" and they will live in thier own domain of intelligence.
And then the humanoid robots will create another level of living entities......
It could just be. Who Knows?

NO, just a man trying to be God is what this is all about. Look at the old indian saying where man should not turn the earth upside down. Cloning is like mining, you never know what you have uncovered and it could be fatal.

Theoretically god created everything used to create a clone (everything from the materials to the knowledge to even the ability to clone) - if God didn't want humans to be able to clone, then that would not be a scientific possibility.
