The Ombudsman will not accept your complaint unless you've complained to the company first and got nowhere. Watchdog get thousands of emails each week. They can only investigate a few, unless your gas supplier has blown up the local orphanage or you have evidence that a Board member is a paedophile they are unlikely to be interested.
The quickest way to resolve your complaint will be to find the name of the Chairman or Chief Executive of your gas supplier on their website. They will not give out an email address but they do have to provide an address. Write a very angry letter and tell them you will contact the Ombudsman / local press / your MP if they don't give you a reasonable response in 2 weeks. With most companies this approach works like a charm. Important people hate getting angry letters and they hate having attention drawn to them for thje wrong reasons. The Chairman will sort it out because he doesn't want you telling the Ombudsman he ignored you.

Don't hold your breath waiting for anything from the earlier suggestions. I have tried all of them over the last 5 months without resolving my problems; including no response to letter to CEO, no reply to emails via BG site 'HOUSE'
You should try their 'improved' customer complaints facility on the House site, if it will load. You may get a reference number, but nothing further in my experience.
The only response I had was through Energy Watch, but it did not address all the problems and neither BG or EW replied to subsequent emails. I think the news papers are probably the best bet, if you can find the right person.
My problem has not been resolved but as I have now changed supplier ,who cares - certainly not BG.

Send one letter to the gas supplier & one to Ofgas either way you will get the response you need, be sure to send a copy to each of the letter you send.

If you're in the UK, there are government-run ombudsmen for all utilities. You can also use a site like uSwitch to see if other people have similar complaints against the company.
Many newspapers and magazines have consumer champions who respond to readers' letters by pursuing companies who have defaulted.
