firstly document the facts now so you dont forget later...
if their is a manager of the shelter you should report it to them...the local newspaper is generaly the best way of bringing things to the publics attention HOWEVER they risk being sued if the information is incorrect plus will get blasted by alot of shelter supporters for running the story... PLUS they are worried about undoing any good things that the shelter does do...
ok.. so if this shelter is not an SPCA the SPCA itself will know who investigates complaints in that area.. they may not help but can tell you who will
a vet might know who you contact
or the city itself usually investigates complaints of abuse...so call them too...
good luck - make sure what you saw was infact abuse not a misunderstanding of a situation (like you cannot report euthanasia becuase it is done to control numbers)

Tell you something most places wont help. You will have to try to do it on your own. Make poster and take pictures. Bring people to the shelter for they can see whats happening. Maybe start a group of people who want to and figure ways to help the animals and bring it to the public attentions. Sometimes the police will help. If you really want to go big you can save money to make a volunteer shelter. It may take a long time but when its done I bet you will feel happy about it.
I know how it is to see the animal being abused, I use to voluteer at a shelter, I couldnt take it yet no one would do anything to stop it. The police didnt even really care. I ened up adopting 3 dogd from the place a cat, guine pig and then an other cat to try to get as many animals out of there that I could without breaking the law, I even got a turtle from they that was being abused. Im happy I saved them.
I just thought about sosmething you can make a website about it. Get people attention that way. Anything even the thought of it is nice. Im glad your trying. I hope you find a way.

I can't believe the local paper won't help! Is the shelter state run? (Like the Tennessee Valley Humane Society for example) If not, try going to the main shelter in your state. If it is, did you try the police? Call them and see if they can help you or point you to someone who can. Or if you have an agriculture department near you there may be someone there that can help. Asking your vet (or a vet) would be a good idea too. I would think that if it was bad enough the ASPCA would be able to help, but I won't suggest that :). Do you have proof of the abuse, or could you get some, as that would help your case too. Don't forget the TV stations, here in TN we have a consumer advocate type person who looks into all that kind of stuff. In any case, good luck - the porr babies!

I went to the City Council meetings with the pictures of my dog, which was neglected for 10 days in a shelter. I showed the pictures to everyone on the council, including the individual that ran the local shelter and the local animal control officer. I got a heavy reaction from the council members and conditions changed at the shelter. They were investigated by the Humane Society and heads rolled.

I would file a complaint with the BBB (Better Business Bureau) You should call toll free: 1-800-646-6222 and they will send you a form to fill out (it has to be in wirting for some reason) But there is a web site for it too: www.(your states initals).bbb.org at the bottom of your form it will ask you: "Would you be willing to allow the media to contact you regarding this case" just check yes! It might be a slower process but atleast you can be heard. I feel that it is extreemly important that you contact SOMEONE about the matter. Maybe you should look in the business sectionand in the yellow pages for a animal rescue group. I know that a lot of times, in a lot of places there are people that go around and try to notice animal abuse in their area, dogs pined up in the winter (it gets to be -30 sometimes here) and there are dogs who are forced to suffer outside through the winter all you can hear is them crying. You need to take more than one approach to this in order to be satisfied. What were they doing anyways?.. Good Luck to you!

the county should have a board that you can report it to. other wise contact the DA's office and ask them what the process is to report the abuss you witnessed.I know that the shelters have an animal court that they go to for filing charges against owners so they should be treated the same. Find out where the animal court is held and make a complaint to them.

Just kill the sorry low life bastard who would be so cruel to an animal and do society a big favor . Then find a loving home for the dog . People like that have a place in hell waiting for them so lets just speed up the process and save all the red tape shall we ?

You can call the news. They love exposing people. Maybe you have a local anchor in your area who does investigating or something like that. Call them and let them know you're really concerned about the welfare of the animals.

The 'good ol' boy network locally will probably protect them. Contact one of the no kill facilities and they may be able to direct you to someone.You don't think the SPCA would help??? Surprising. PETA is of course a group of nuts so I would agree with you there.

Call the police.Then your local news channels.In Ky there have been a lot of animal abuses cases lately.Try to take picture or even video so you will have proof.
