Rather than spending all that time on design, may I suggest that you take a simpler route and spend your energy on developing excellent content.
Go to WordPress.com, create a free account, select an existing template, and develop a Web site with good quality content. Spend six months developing traffic to your site.
Then if you are still committed to the project and you are actually getting interested, repeat visitors, you might consider adding AdSense to try to monetize your efforts. Very few people make a decent amount of money from Web site advertising.
Then if all that's working, you can try to improve the design.
Frequently producing quality content is the key to success.

I started with using the templates and their designs at http://tripod.lycos.com if your not caring about how it's layed out right now. it's free at Tripod, and easy to use.
I got fed up with the limits and started seeking ways to go about making my own .HTML so I hunted down websites that walked me through the purposes of the codes and tags.
Copied someones website design that I liked. ''' BUT CHANGED IT'''' don't copy someones page and use it as your own.. what you want to do is copy it to 'LEARN' then adjust it to your own... then once you do that,you begin to learn how to make it yourself without using someones.
I went back to http://tripod.lycos.com and used .HTML pages and made my own.. I entered a website designing contest.. won first place. So now I have 6 websites with Tripod :)

A good free web host is http://www.fusiveweb.co.uk
You can get the feel of web building for free... it has plenty of tools also! which come in handy, it's trial and error, a lot of erasing, removing and time!
This is a good example, and it was done for free! And it's a pretty cool site!

There's a package at PC world called Mr. Site. Costs £30, you design it yourself, and it's free to run for a year. after a year it costs £2.50 per month, but it's still a bargin!

I guess you need to learn html,css and or php.
You also need an image editting proggram so you can design a template or layout for your website.You can also design images avatars and other designs(see sources)

I learned using Front Page and then Dreaweaver which is very easy as it doesn't require you to know HTML coding. Visit Ebay for that!

learn html and go to the geocities link in yahoo.com
you won't get your own domain name but it'll still be your website
or you can get microsoft frontpage and post your web site on the net
it's really easy to operate
