Are there GOOD MBA programs that do not require the GMAT? No.
An MBA isn't worth getting unless you get a good one. A sub-par MBA won't help you get a better job and won't help you earn more money.

Off the top of my head I can tell you that Bridgeport University (Connecticut) and Johns Hopkins University (Maryland) admit students without GMAT scores. There are many more with policies in place where they may wave the GMAT requirement if the student already has a master's degree or possesses a minimum GPA.
