I am using times, but i would prefer something that looks better.

general the serif fonts are supposed to be faster/easier to read than the sans-serif ones.
Times New Roman is perfectly fine, but I also like Garamond. I would suggest you don't go really fancy, you are not making friends among your readers if you get too fancy and it distracts from the content.
If it is a dissertation, use at least 12pt size, unless you only have youthful proofreaders and evaluators. With increasing age smaller print gets harder to read and I have overheard older teachers say that small print in something they have to correct can annoy them.

Arial is easier to read. Many books are published with arial font. I personally find it pleasing to the eye. "Artsy" fonts just tend to detract from the content.

the usual formating for formal essays at schools is usually times new roman, size 12 and double spacing. arial is also quite formal. just dont use windings! lol

book antiqua looks good
palatino is a fav of mine, along with baskerville
or if u prefer sans serif (no feet) go with gill sans or possible optima
