This is most likely a monitor problem, not a virus.
My suggestion would be to degauss [demagnetzie] your monitor. This can be done to help clear up display issues on monitors, particularly older CRT monitors.
If you do not have the monitor manual, look for a magnet or lightning bolt looking button on your monitor's button panel. Press it and it should degauss the monitor. You should do this on a regular basis, particularly with older monitors.
See if that resolves your issue. If not, you might have a video driver problem, or some interference from a nearby electronic device. Try moving any close devices emitting EMF waves away from the monitor.
If none of these work, it's time to purchase a new monitor.

There could be a couple of reasons for this, however the most likely would be an "open" (meaning a severed or erratic wire contact) leading to one of the pin connectors on the cable that connects your PC to the monitor.
You may be able to fix that yourself. I would check that this connection isn't loose or toggles where it joins your video card behing the PC.
Under NO CIRCUMSTANCES would I suggest that you open your monitor and try to examine it yourself. Even when unplugged a CRT monitor stores high enough current to seriously injure someone.
