Yes, i see these things on a daily basis. What can be done about it. I have made several FBI reports, and notified police. Nothing seems to be done. I know a couple victims of this type of stalking. It seems there is a certain church in the comunity that is a base for these type of stalkers.

Unless you mean cults that stalk people to persuade them to join, if so yes. The alpha course is one of them that I've come across personally, that's relatively benign, but I guess most of them think they are.
