I would think Russia since they have a long history of launching successful missions and scientific research in this field.

India or China.
Although you would be hard pressed to find a substitute for US schooling, I guess you could settle for a second rate education in another country.
They are moving up... and doing it quickly, but they are not there yet.

I guess Hamburg University in Germany, however language can be a problem.

singapore is pretty gud too...but US is the best..
