I was given a silver certificate from 1928. It lwas handed to me in a plastic protective cover sleeve, but the bill itself is a little (just a little) worn/wrinkled. Is there anyway to clean these bills to look new and crisp once again? I know it wont be possible to get it looking like a brand new bill, but maybe something close to it?

No, if you fool with the bill it will lose all value. Currency collectors are a select group, that really frown on some one trying to make a bill better. It is considered dishonest and a pro will catch it right away. Leave it alone. You did not ask for value and I could not help anyway unless I knew what series it actually is.There was 1928 then 1928 A through E plus star notes. So value could be from $20.00 to $8,500.00. Theses are retail prices.
