I understand where you are coming from. Growing up, my parents never ever allowed me to wear makeup, even after I turned 18!!! And they were soooo controlling.
Anyway, I moved out 4 months ago, and I had no clue whatsoever how to use makeup. I found a local makeup boutique with some very kind girls that worked there. I explained to them my ignorance and they very nicely helped me find some good products for me and they spend quite a bit of time with me showing me how to use them. I would definitely recommend going to a makeup store and just letting them know that you don't know anything about using makeup! They'll be glad to help.

The basic make-up consist of the following items:
Base
Concealer
A Highlighter eye shadow (white usually)
and another colour eyeshadow
eyeliner
mascara
blusher
and lipstick or lip gloss
Apply base (using a sponge to spread it evenly)
Blend it in, to make it look natural.
apply light eyeshadow on your eyelid, just above the lashes, on the eyeball, and under your brows to.
Fill in the middle of the lid with the darker colour
You can apply eyeliner under the eye as well as on the lid, but keep it very thin and work from the outside inward, only 3/4 of the eye.
Mascara only on the upper lash, and apply in zig-zag movement to ensure the brush reaches all sides of the hair.
Blusher in a straight line under the cheek bone(not dark, just visible) to lighten up your face, apply a small amount of your highlighter eyeshadow above the cheekbone.
A little lip gloss and you are ready for action.

You just have to experiment and practice. I like Smashbox's creme eyeliner and Maybelline has a felt tip liner that I like. A girl's night is a good idea, as already suggested. Going to a good cosmetics counter for a facial is good, but be prepared to have the salespeople try to sell you on their stuff. Get ideas from magazines. See what your makeup looks like in all lighting. Nighttime makeup can look overdone for day wear.
Think about this: Find a nice gay male friend that will tell you the truth about how it looks! I learned a lot about fashion and makeup from my gay guy friends.

First moisturize your skin, (use a concealer if you have something to hide like acne or blemishes) this will even out the application of your foundation. Use a base light color on your eyes, then blend it with darker color of your choice. On your lips
always use a lipliner to give shape on your lips. Use lip brush in applying lipstick to avoid using too much. Then your blush-on
this will vary on what shape your face is. Hope this help a bit.

How about going to your local beauty salon for a lesson - most of them provide that service? Otherwise how about getting a group of friends around for a girlie evening - wine - dvd etc and swap tips. If you sister is good, could she help you?

Ask your friends to give you some makeup lessons and they can teach you how to put on makeup correctly.
Also, if you know anyone who works with Mary Kay, these people have makeup sessions where they teach you how to take care of your skin, and they teach you how to put on makeup.
