She keeps complaining about being fat and has really low self-esteem. I keep reassuring her but nothing I say is good enough. How can I reassure her once and for all?

Sometimes there is nothing that you can do to reassure someone that they are not fat, especially girls. One thing I will say is that some do it for a reaction out of people, if she comments tell her she isn't and then ignore it or change the topic, if that doesn't work and she is truely convinced then try getting someone (who isn't close to her) to comment, maybe another friend of yours or someone like that

Honestly, no one can make her believe she is not fat except herself. Apparently, you telling her isn't taking effect.

Take her to a department store and try on dresses together. Give her a dress in a much bigger size than what she is and have her try it on, no questions asked. When she comes out, and it's obviously way too big on her, tell her that that is what fat people wear, and since she can't fill out the dress she is obviously not fat.

It won't matter how much you tell her, if she is to accept herself it has to come from within. I know this because I am the exact same myself!
