This paper seeks to demonstrate that portals have an important role to play in encouraging, fostering, and building community investment, engagement and ownership of the arts. The paper falls roughly into two sections. The first section addresses three perceived issues related to portals. It will attempt to differentiate between levels and degrees of interaction; it will explore community micro-investment in portals and then it will briefly discuss the notion of 'open source' approaches to content building. Finally, the second part of this paper is an apology prefacing a self-indulgent look at a current project around which these ideas are based.
