I in no way endorse you being charged 500 a pop for computer repair and it is possible for someone to mess things up more then they already were.
If you need this system up and running right away, then my advice to you is to bite the bullet and let him repair it again, or look for a cheaper repair person, but whatever you decide you should spend every possible spare minute you have to learn how to be that computer nerd you are not but, need to be. There is such a wealth of information on the Internet that anyone can find the right answers to almost anything.

you're actually wasting a big amount of your money to pay that guy. he's tricking you.. thats the most expensive service cost i've seen.. its better to buy a new comp with 500 bucks.. i can get my self an xbox360.. heheh..
well.. back to business..
1. make sure you have an operating system installation cd
2. make backups of your crucial data so that you won't cry bout your important data loss.
*these are the steps for installing a windows based operating system though*
3. put your installation cd and restart your comp.
4. click a key when you're prompt to.
5. install a new windows operating system
6. at the page where they prompt to install in which drive, format your C: drive (BACKUP YOUR FILES BEFORE DOING THIS!!)
7. and you're just gonna have to wait for the rest of the installation process

There are programs available for download which can diagonise your PC with malicious software and services that are causing your computer to slow down.
System Mechanic is the one i use.
Dont try many different softwares for removing spyware and useless services. Using different softwares increases the clutter on your PC.
Search for Tweaks on google according to your Operating System and you might be able to find solution to many different speed related problems. Like if you disable some services in XP your system can boot up in 28 seconds or less and some programs allow prefetching data which can further speedup the frequently used programs.
Hope you can find a good solution. Its not 500 that you are going to loose if you give it to tech guys but 70% of tech guys usually mess up your PC as they dont know what you use it for.

"if you are running windows", go to MICROSOFT LIVE "ONECARE" site, it is free, and they take out any harmfull software, and any virus, and fix your computer.
(providing it is not a hardware problem).
