You need to go and visit the planning department first, and talk to the forward planning duty officer. They normally have a walk in surgery each week, ask at the council front desk.
That way you'll get an idea if the idea broadly fits into council plans.
Take a plan and pictures fo the plot and drea. But don't rely on anything verbal, its to just to give you an idea if its worth planning further and spending on an architect or the permission fees.

Depends on where you live and material you use. How big a structure you plan to build i,e, room sizes. If you are starting from scratch then plan on at least $35,000 and that's for something very small and then i am lowballing If you want to do the job right you need to figure out deminsions of structure then start costing out materials that you want to use.. Are you doing the work yourself? You will need to pay a plummer and most likely an electricai to insure code..You know your local building inspectors will be checking everything with a fine tooth comb for compliance Good Luck

Can't give you a cost but--- from personal experience:
Multiply any price estimate by 1.5 and QUADRUPLE any time estimate! To do a similar job (starting in Apr of 2004) we were quoted 185k and 4 months! Reality- It took about 300k and 16 months!!!

first contact an architect to do the plans you will need it for planning permission ask him to appoint a quanity surveyor their job is to price the house according to the design specification only he can give a costing a qs will liase with the various trades to ensure you get the best price yes a qs will charge you but will save you a fortune in the long run. the architect can appoint as site manager can also save you money in the long run

get yourself a builder who will come round and give you a price for the build then a plumber electrician, plasterer, decorator, in all i think it will cost you between 40 an 60 grand!
