Would not say boo to a goose means to be very timid or nervous.
The earliest printed version (1572) is ‘say shoo to a goose’, which makes better sense as ‘shoo’ is an exclamation used to drive away fowls or animals, and also a verb with the same meaning. Geese themselves are timid and easily shooed, as would be well known in days when they were much more commonly reared and eaten than they are now.

If someone wouldn't say boo to a goose, it means they are shy and nervous.
eg. She wouldn't say boo to a goose, so I don't think she's cut out for a career in the police. I remember her as a quiet little girl who wouldn't say boo.

if someone says that you wouldnt say boo to a goose, they are basically saying that you are nice and kind and quite and wouldnt go out to cause trouble.

It means the person is shy. "Boo" is as used by kids playing hide and seek - geese are timid. Apparently, the expression used to be ". . . shoo to a goose".

It is a figure of speach and I think it means that the person is so shy, they wouldn't even speak to an animal, or hurt the animal. In other words, the person is of a quiet nature. I'm not sure where the saying originated from. Ireland?
