Depends on your perspective... Harmful to who? Alcohol is more dangerous if you consider the way it impairs a persons ability to function and think clearly... long term health risks are very serious. second hand smoke affects everyone. drunk drivers also have a huge affect on us all... alchol is more a here and now danger where smoking will catch up with us all later.

It depends on quantity and if driving is involved basically.

One to two drinks of alcohol a day are actually good for you. No amount of cigarettes are. So I'd say smoking, so long as you're not driving.

long term smoking because you could hurt your you luchgs and stuff
and short term is drinking cuz u get drunk and the chances of having an acident are high
