All an eyebrow pencil does is create an illusion, marking the skin under the eyebrow. You can use mascara to color the individual hairs to make them darker and thicker. Also have your eyebrows waxed, this will make them appear thicker.
They just came out with eyelash transplants, maybe eyebrows would be next!

Eyebrow pencil. You "draw" in what is missing or what you want to extend.
