If you had to choose a production manager in the film industry, who would you choose?
-The highly organized and critical thinker but has poor communication skills
-Mediocre education with mediocre communication skills
-Brain-dead, but has excellent communication skills

I would keep looking for the right candidate. There's no reason to settle for less than you require to get the job done right by the right person.

I don't see creative output as a criteria.

Since communication skills shows up in all 3 candidates, I'm guessing that's the most important skill.

So go for the good communicator since that's the highest priority for this position. "unless" brain dead refers to drugs or alcohol abuse, he's the guy.
Scenario: phone rings:
#1 - phone, phone book, notepad, etc.. all neatly arranged, he picks up the phone, and doesn't say anything
#2 - scrambles to get to the phone, starts to speak, backs up and doesn't answer the question you asked
#3 - picks up the phone promptly, thinks long about your question and gives you a detailed, perceptive well spoken response.

Which was are you going to choose???

I would hire the person I believed to be most useful to my business. If I needed a brain dead person that is who I would hire. The skills of a production manager are quite complicated, although they must lead to selling the film. The person also has time constraints, so he or she must be able to time manage, along with budget constraints. Not an easy job. If this is what you do or are considering Good Luck
