Although both 'gone' and 'been' are Present Perfect tense, they're used in different ways. For example, 'He's gone to the swimming pool', means he's at the pool NOW. 'He's been to the swimming pool', however, means that he went to the pool earlier, but now HE'S BACK. From this you will realise that the first of your sentences is incorrect because you can't use 'gone' when you're asking a question now, about something that happened and was completed in the past. So, 'Have you been to the swimming pool this week?', is correct.

Have you been going to a swimming pool this week? (Present Participle=indicates an incomplete action, still going on)
