Yes, this song is a traditional Irish song with words by Chauncey Olcott.

Chancellor John Olcott, more commonly known as Chauncey Olcott, whose mother was Irish, wrote My Wild Irish Rose for his production of "A Romance of Athlone" in 1899. He was born in Buffalo US .
Margaret O'Donovan Olcott, his widow, told the story of how My Wild Irish Rose was named. In 1898 they were visiting County Cork in Ireland and a young boy gave her a flower. When she asked the name of it, he replied, "It's a wild Irish Rose." She put the rose in an album and later suggested it for a title for a tune to be included in the score of 'A Romance In Athlone',
She wrote 'Song In His Heart', a biography of Chauncey Olcott which was later made in a motion picture called, My Wild Irish Rose.
