The definition of Superstar by today's standards must have been unthought of in those days - but yes Shammi Kapoor was on the scene earlier than Rajesh Khanna. He ruled the roost till Kakaji's advent in about 1969.

I am not exactly an old timer, but I recall that even during his hay days Shammi was NEVER repeat NEVER acknowledged as a good actor or a star . He used more of his hands & feet than facial muscles .Dilip Kumar , raj Kapoor & Dev Anand evoked much more frenzy among cinegoers.Shammi was a cheapo meant for front benchers
