Many Canadians will answer the USA, but the most criminal country is Haiti. And you crooked Canadians that answered USA. There is more fraud that the USA is dealing with from criminal groups or mobs in Canada.

USA, considering we have all those lovely lawyers who get murders and child rapists off on technicalities and outright lies! Not to mention, here's a country where someone can break into someone's home to rob and pillage and sue the homeowner for getting injured...and WIN. =P It gives criminals no reason to think twice about their actions because they know they have a very good chance of getting away with their crimes.
