What is the cheapest cell phone having these two features...?

... I'm intending to spend just $80 and I'm looking for a cell with
- VGA camera (preferably with video)
- mp3 playback

Do you have any idea?

Nokia 6030??? Old but i think it does what you need!

don't get THE NOKIA LUMIA 900!! At&t is attempting to sell those out as quickly as they could using fact abode windows shouldn't artwork with them anymore the the telephones would be trash. i might in my view say the HTC One X! sturdy good fortune!
