I really think that phrase gets thrown around way too much!!
Majority of the time its followed by something i dont want to hear and is usually a lie anyways!!

Sometimes. I was going to say "never" when I remembered some things that were pleasant to hear.
At times, you can be given compliments or told inside information after that phrase.
