The politicians in these two states are corrupt to the core
The Police are corrupt and judiciary is under threat of death.
People are poor and illiterate. They are totally anti English
hence remain back ward in many respects.
In fact these are the two states in India which have no governance right from independence

B'coz both states have illetracy level high, they r superstitious. They r happy in wht they r.
And, of course, Govt. play a very imp role in dev. of a state so we can blaim to the Govt./ Politicians. B'coz people of up & bihar r illetrate and don't hv the job opportunities in their states i.e. to earn their living they attract towards the corruption, killings, capturing etc.
It can be stopped but for that system hv to changes and make it in discipline (system refers cops)
