Any part of your skin can stretch. Ear lobes, stomachs, lips, etc. Of course the female genitalia can stretch too. Every woman will be different, you might be with one that you think is stretched but in fact she might just be naturally that way.

The external genitalia, or labia, are like most bodily orifices in that if stretched repeatedly or continuously, they will stay stretched.

I am thinking of the aboriginal tribes in Africa which place disks in the bottom lip of women, gradually and continuously stretching the bottom lip, sometimes to the size of a salad plate. This is seen as a sign of beauty and status I believe. I am not sure if this is still practised, but I can recall pictures of it from my world cultures classes.

While continuous stretching might gradually change the appearance of the labia, this also happens with age.

Also, remember that all women are not the same, nor are their external genitalia the same. Some women may have larger inner labia naturally, and may be virgins, while other women may have very small inner labia and may be very sexually active. This is not a good indicator of sexual experience or lack there-of.
