I'm not really sure but from things I have heard there might be a little hard to find scholar ships in England by the way I think the best way to find your answers is from the international office of the universities on there websites and you should see each university individually because for example although must of them have there deadlines mainly in a specific period but there are nut exactly the same

In any of the countries you have mentioned, the good news is that there are no entrance exams required (in some maybe there are).

universities, top ranked in Australia
Monash, Australian National, Flinders, Melbourne, New South Wales are

Lincoln, Otago, Victoria University of Wellington, Auckland, Canterbury, Massey, Waikato are the Universities in NZ.

In UK there are too many universities:-
Oxford, Cambridge, Liverpool, Cardiff, Worcestershire, etc. etc.

The scholarships offered are generally for 3 years. They are of various types, inclusive of various expenses like tution fee, travel allowances, living costs, insurance, boarding etc. to varying degrees.

Look in to their websites, select the department / school of choice and take out the details of the faculty members involved in your area of research. Contact them directly outlining your interests and areas of study. Then they will ask you for a brief research proposal. Also contact their international student's office for procedures / guidelines / regulations etc.

When you get + ve response from a faculty member, apply for the Ph.D. along with scholarship. Sometimes the university directly accepts your application or sometimes it suggests another course for giving you training to be at par with the course requirements.

Select the best offer given to you.

Its better if you work initially yourself and then apply through a consultant. They handle your case and the universities also prefer to deal thru consultants.

Mail me if you want names of a few consultants, but also mention your location. Believe me I've gone thru the same procedure even in the same field as you!
