Put some flour in a bowl, and mix with some water. It should be slightly thick, like cream, but not gloppy.
Tear some newspaper or other scratch paper into 1 inch strips, and put one or two layers on your form. (You can make a form out of chicken wire, or a balloon, or balloons taped together. Ballons may pop during the process, and don't expose to variable heat and cold during the drying process -- it'll crack the papier mache.) Let dry (preferably for 12 hours or more).
Add another layer or two, and let dry in the same way (you can save your flour glue, but it's just easier to make more). Don't add too many layers -- it will make it hard for your sculpture to dry, and it may collapse when the balloons are popped, or it might mold.
On your third or fourth time, you can pop the balloons (if you are using them) to allow the papier mache to dry on the inside. You can also start forming features with paper folded into pyramids, wadded up paper, or a little stuffing cotton. Glue in place temporarily, then use strips of papier mache to hold it in place.
You may want to add one more layer -- depends on how detailed and how strong you want this.
Paint. I used water colors (not the kids' kind, but the kind that comes in tubes and is diluted with a little water -- quite opaque) for two layers, but I was given the advice to use acrylic paint. I found the water colors adequate for my purposes, though.
Let dry completely. And that's it!
I made Halloween heads for my scarecrows, but didn't finish them in time for my party. I will probably add shredded paper for hair and save them for next year.

Get a bowl, newspaper, water and some flour. Put the bowl somewhere convenient and pour in quite a bit of flour. Then, pour some water in until it's a thick mixture-- not too mushy, not too hard to move around your hands in. Finally, grab the newspaper you need to cover whatever it is you have to and voilà : paper maché.

To make the mixture you mix some water with a little pit of pva glue.
Tear some newspaper into strips lay it on your base (a balloon???) using a paint brush brush the strip of newspaper with the mixture and repeat!!!! then leave it to dry and you can paint it.
