I think he just tucks it in. I dont think if he attaches it to anything.
Some of the comics i own shows Ma Kent giving him a new cape and him just tucking it into the back of his costume.

There are hooks inside his costume at the back. So he can remove it when he uses it to shield someone or to stretch it against the rain like while protecting Smallville. Other wise it is tucked inside his shirt. There is a pouch in his cape where he drops his compressed suit. At one time Lana Lang's bio ring fell into it and she was a Moth for some time till Light Lass of the Legion of Super Heroes levitated it in Superboy's cape.

If Superman tucked his cape in, he would have very knobbly knees indeed. He leaves it to flow behind him when he's flying. It is attached to the neckline of his costume.
