Because of the hot stove. We characterize things so we can make decisions about them. If a hot stove has the characteristic of burning the hand if you touch it, then it will likely do so again. If 12 bluebirds all try to peck at your eyes and they are all the same kind of bluebird, you can conclude maybe all bluebirds of that kind will try to peck at your eyes. If 12 maple trees all fall over in high winds but 12 elms dont then it's probably safe to assume all of that kind of maple will fall over in high winds if soil conditions are similar. Characteristics are what we use to characterize things because it's all we see or peceive about things; if it is unseen or unknowable then it isn't a characteristic. Characteristics are all we know of things, if we do not know a thing's characteristic(s) then we do not know much about it at all.

You have (incorrectly) stated a tautology.

Characteristics are called so BECAUSE they are the FEATURES which characterize things.

Criteria are STANDARDS (by which things are judged).
