I had the same problem and could not find the right kind of material anywhere. Finally I bought 3 of the fabric/shower curtains widely available in DIY shops and department stores, and sewed them together. - The overall look was much better as instead of going for a standard curtain, I bought a roman blind kit ( these are the ones where the fabric folds up and down) -(kit is very cheap, available from most department stores, or online) and I made the shower curtain into a really effective shower blind.. Everyone asks where i got it.

Instead of trying to make a new shower curtain, why not buy another set of curtain rings and loop them into the existing ones ! This will give you loads more scope, and you even try three layers of rings if this doesn't quite achieve the desired effect. This way you can use any off-the peg shower curtain without having to resort to using the sewing machine !
You can get shower rings at most large bathroom retailers, or you might try B&Q or HOMEBASE.

A larger fabric store should have a vinyl section with a bit of variety. All you need to do then (or at least this is what I do) is heat up a large-ish metal knitting needle and make some even hole through the top. Once it's all cooled you should be able to put your rings through the top and hang it. :)

Lower the rail!! Its not hard to do. Or place a new one lower than the one that is there. This is much easier than finding new curtains..

Any drapery should have tht sort of material... John Lewis? Have you got one by you.. They would almost definately have some.

builders merchants sell heavyweight polythene, or you could try asking at the local furnature stockist where large pieces of polywrap are in abundance
