First off, judging by a number of your questions, something is seriously NOT RIGHT here. New identities, dissapearing..ect. You pull any of this and get caught, you'll soon realize that your life wasn't that bad, and it wasn't worth the trouble...when your spending the rest of your life in prison.. I you did do this and got away with it temporarily, you would also have to deal with the repercussions of "faking" your own death, and all of the tourmoil your family would go through...NO problems are worth that.. Please wise up!

Yes it is illegal to misrepresent yourself and depending on the situation the penalties can be very harsh especially if fraud or tax evasion are involved not to mention more serious crimes.

I don't think it is illegal. But to get a new SS# you are going to need a birth certificite. They need the original one. So that can be hard to come by.
To get a drivers license you will need the same. You have to have proof of who you are. I don't know how people do it.

Can you think of a reason, outside of undercover work (legitimate, agency sponsored) as to why it shouldn't be illegal? Does the phrase "Identity Theft" mean anything to you?
