I assume this is Internet Explorer? Have you tried to reset all of it's Internet Options to defaults and turning on TLS 1.0?

There are several reasons behind why someone would not be able to view https web pages. The most common one is that the "Use SSL 3.0" is not checked. In Internet Explorer, click Tools, Internet Options, choose the Advanced tab, and near the bottom is the option to check. A lot of websites upgraded the systems to utilise SSL 3, where before (and default) they were SSL 2 - make sure both are check.

An MS Internet Explorer update could also have done this. The file that controls access to secure websites (as I've found on a few occassions) is called softpub.dll - you may need to re-register this file if the SSL 3.0 did not work. Copy the following and paste it in the Run command (Start -> Run)
regsvr32 c:\windows\system32\softpub.dll
You should get a message saying registration "succeeded".

Another reason, which is a fair bit more indepth is the Cryptography Service. This service controls a variety of access including certificates. Check here for more information:
http://www.theeldergeek.com/cryptographic_services.htm
If this service shows as "Disabled", you need to set it to either manual or automatic. To do this, click Start then click Run and type in "services.msc" (without quotes) - look for "Cryptographic Service" and make sure it is started.

Good luck!

Lower the security level and allow secure sites to be accessed from Tools>Internet options

Secure pages only want to be viewed by secure people. It sounds like you're insecure to me.
