What is an oveflow pipe and which is the one just at the base of the first floor as there is a wet patch. It also seems that there is a damp area I recently noticed on the other side inside the house. I noticed that the wet patch was worse when it rains. That does not make sense. It seems to be drying up a bit now since it did not rain. Also I notice a wet patch in the bathroom floor. But I am not sure if its related or actually two problems....

Overflow pipes are usually from the top of storage tanks with an inlet valve, e.i. your toilet cistern and the water tank in the attic.

You can see which is which by adding a bit of dye to your cistern then hold the ballcock down til it overflows.

Do the same in the attic with the cold water tank.

Your problems need someone to look at them, you won't get the correct answer on here.

If it is in the bathroom then the overfloe pipe n must becoming form your toilet and it means it is overflowing and will require adjustment or replacement of the ball valve.

There is an unlikely possibility that an overflow pipe has been run down through the bathroom from one of your tanks in the roof if this is the case it will be the same problem adjustment or replacement of the ball valve,

The rain situation is due to the damp area around the pipe being already saturated with water and spreading as it picks up more water from the atmospher and weather conditions whereas the surrounding drier brick work that is not exposed to continous water will only have a minute penetration from the rain if at all.

Lift the lid off the toilet flush box (cistern) , if the water has reached the overflow pipe turn the water off & get a friend to change the washer or valve. It could be the boiler if it is a condencing boiler have a word with your freindly neibour before you ring a plumber

Yes all the answers are correct but you don't have to change the ball valve, its the washer that needs changing. See a Plumber
