A true democracy is where there are no such things as representatives or parliamentarians. It's where people vote directly on issues without giving that tedious job to elected representatives. If you consider how overwhelming it would be for the citizenry to vote for so many things, it would be an impossible task. It's an incredibly inefficient way to carry out a governmental administration (if the population in question is of any decent size).
