some places I understand they have electronic voting machines and then other places where they push through the paper ( like unbroken chads) sounds pretyy simple to solve to me. Canada can at least get that right

Because elections in the U.S. are a STATE issue, not a federal one. There are very few laws at the federal level dealing with elections. The government leaves most of it up to the states to decide how to do it.
