the rain comes from too height & there the speed of air is very fast 'n' due to it the angle deflected.this deflected angle is very short but the height is too large so it seems like a big deflection.

If wind is blowing to the East, rain will appear to fall from West to East. The more intense the wind, the more intense the angle that the rain will fall.

Rain falls straight coz thereis no wind to blow and slanting becoz wind caries the rain in its direction.

the reason is that when it rains wind also blow.So where the wind will blow to is the same direction the rain will also go
