Any wind activity will cause a change in the angle that rain falls.
If wind is blowing to the East, rain will appear to fall from West to East. The more intense the wind, the more intense the angle that the rain will fall.

Slanting? Well, it depends on the wind. Wind equals slant. No wind equals straight.
