The Odyssey in Mission Hills has a nice view of the Valley. The food is O.K. too.

If you are inclined to head south to the Beach Cities (as opposed to North or East to the Valleys), you can try Reed's Restaurant in Manhattan Beach. Don't let the strip mall location next to a dry cleaner fool you! It's really quaint with a piano and intimate setting. Good service and great food. The fare is French.
Further south in Hermosa Beach is a cute Italian restuarant, The Bottle Inn. Another quaint little shop, the one is located not far from the beach! Sit outside for lunch and you have a partial view of the surf.
For a full view of the surf, try Beaches in Manhattan Beach. Their second floor dining room is one of the few spots in the South Bay where you can enjoy dinner and watch the sun set. They light candles on the tables which adds to the romantic setting.
Lastly, for an oddly romantic dinner (if you want to try something a little out of the ordinary), have dinner at Encounter in LAX. It's the restaurant in the funky building next to the airport that everyone around the world recognizes as LA, but they have no clue what's inside! The views, which overlook the airport and downtown LA (on a clear night/day), are amazing and add a nice touch to the unique setting.

Listen, don't go way down to OC - here's your answer - go to "The Inn of the Seventh Ray" in Topanga Canyon. It's nestled amongst the oaks, alongside a creek in the middle of the beautiful canyon. Imagine watching the face of your beloved over candlelight, breathing the fresh air under the stars. Extremely romantic.
The food is fantastic and the ambience is virtually unparalleled. Coyotes and raccoons are known to come down from the hills, keeping a wary distance, hoping that someone will toss them some bread as the creek trickles by below.

The Hotel Bel Air has a lovely romantic setting. Even though it is close to the city it feels as though you are in your own private garden. The restaurant has indoor and outdoor seating.
I agree about Inn of the 7th Ray, too.

Manhattan Beach has Pierre's. Intimate and romantic. Then stroll down on the pier.
Also, I like the Stinking Rose. Not so great for your breath, but the atmosphere is very intimate. Dim lighting, candles, richly colored fabrics.
