Any dictionary will do ... since any existing word is valid when playing scrabble.
Of course, not all dictionary include all words ... I actually doubt there is a single dictionary that has them all. It is most likely that there is more words in a dictionary then you (or I, or anybody else for that matter) knows.
If you want a piece of software that can help you have a look at http://wordweb.info/free/... there is a free and a commercial version of this most excellent dictionary software.

I know that there is an official Scrabble Dictionary that you'll probably be able to find at Barnes & Nobel or as Amazon.com
As for an online site, the closest you'll be able to get it the Merriam-Webster dictionary website at http://www.m-w.com as they're the publishers of the official Scrabble Dictionary.
You can also go to http://www.hasbro.com/scrabble/pl/page.tools/dn/home.cfm & to use the online dictionary (which is based on the 3rd edition of the Official Scrabble Dictionary by Merriam-Webster).

For details go to http://www.scrabulous.com/scrabble_dictionary.php
If you play using the TWL dictionary, go to http://www.scrabulous.com/twl_dictionary.php or if you play using SOWPODS go to http://www.scrabulous.com/sowpods_dictionary.php
On both links you have the option to download the entire word lists! Or you can just see the important two letter words for either SOWPODS or TWL.
