Well helmets have cushining inside them so that serves as a shock absorber. The lightweight and soft medium between your head and the object colliding with it dims the force.
For example, yelling through an empty hall will allow the sound to travel easily, but if you stuck in another wall reaching from roof to floor with no gaps then the sound would be dimmed out and would have a smaller impact. The wall would absorb the sound.

The same is true of ANY collision. The trick is to DECELLERATE the cranium ( your head ) slowly ( or not as fast ) during the actual impact. Modern helmets not only protect from penetration, they also are designed to CRUSH in order to have the crainium decellerate slowly. That is why you NEVER reuse a helmet afer a collision or when it is damaged. It cannot protect you.

Cars are desgned with crush areas nowadays. They help you survive a collision.

the helmet contracts when force is applied to it. that force is then taken by the helmet and not the skull. once it is fully contracted and has absorbed all it can the remaining force hits the skull. the helmet also helps to spread the force evenly around the skull so it doesnt all hit at the same spot.
