James Last did cover versions of lots of pop songs; especially the Beatles. My friends parents were very keen on him. I don't recall bells & whistles though.
Kraftwerk were a German band around in the late 70s - early 80s who did a lot of techo stuff. Lots of bleeps and electronic noises.
Pop Muzik was 1979; it sounds more like your description. Robin Scott wasn't German; he was from Croyden. He did work in Europe though.
