an hour of free legal advice from a lawyer or attorney?

I've never heard that. I live in Ontario. However my workplace does offer that service as part of the benefits package so likely others do too.

If you are charged with a crime and can't afford an attorney you are entitled to legal aid in Canada. However, the definition of "can't afford" is an income no more than about $750 a month, depending on the province. Some provinces have their own legal aid system with lawyers on salary, others just hire lawyers from a list. In a civil suit you usually have to pick up the tab on your own.

No not the case, there are several free legal advice services available in Canada, however you can't wander into any old office and ask for a free hour.

yes and if the panel feels that qualify you will also receive legal council. if you don't qualify they will do something called sliding fee based on your financial income. If you have a legal case and no money what so ever they do something called pro bono if they feel that you have a strong financial case. hope this answers your question....kat i live in Ontario
